Cell F9 (ENG-2592). The lightning shape (ENG-2391, 2026-10-16): a default-tier block plus a default-tier redirect-rule on a first-party script. Standard drops the default engine's first-party result, so no surrogate; Aggressive serves noop.js. The force-tier twin F9b serves the surrogate in both modes. Red first: a build before Networking #214 serves the F9 surrogate in Standard.
